Curiosity on ROS genetics big question

Can plants produce something off one stem that is very different than the rest of the plant? I have had a plain white with red center ROS for many years.

While looking them over one limb has slightly different flowers than the rest of the plant. It is the same bush because I can see where it connects to the main trunk.

My question is, "If I cut this branch off and root it will it probably make a new plant with this shape?" Or is it a case where something is wrong with the plant itself?

This is what is on most of the plant.
