browning needles on rosemary

Hi all, I got good advice on how to keep my rosemary from kicking the bucket till spring. Now it's my sister's rosemary plant I'm asking about. She bought a nice plant before Christmas, it has been in a north window with a sheer curtain, and has been growing. It was in a small (4-6" pot) but she has repotted into a larger container. The needles are browning starting on the tips and moving toward the stem, getting brittle. Is this a simple case of over/under-watering, or possibly something more? She's considering moving it to a sunnier location.
