Greetings! Comment 1: I'm not sure about your texas seasons, but you might be jumping the gun on the beans there if it is the right time to plant all the other you mentioned. Those are all cool weather crops except for the beans, which prefer heat. Question 1: ultimately it is up to you, but I wouldn't bother doing that. If indeed things got moved around by the rain (might not have), I would make the best of it and let them grow, perhaps thinning them as needed as it becomes apparent which are where. Or you could chalk it up as a loss, fix that area so it doesn't happen again if such weather is common for you. Then move on to plant summer crops there when the time is right. Comment 2: by tight I take it to mean compacted? Question 2: well, compost is really good, composted manure or leaves are good, you can use straw or hay or other mulch for water conservation this year and till it in in winter... And I can't remember just now, but there are some deep rooted cover crops that are good for breaking up compacted soils. Some type of radish? I can't recall, it's been a while since I moved to sandy soil, I'm forgetting stuff that had to do with loosening heavy soils :)But usually getting soil less compacted is a process that takes time and repeated application and you see improvements year by year.

I would just wait and see how they do. Sometimes they will sprout new leaf buds.

I would use a fast acting release fertilizer, one readily available to your plants as soon as your feed them while you wait for the slow release Osmocote to start breaking down or start to release some fertilizer after a few warm days of good weather and a few waterings...... Mike

Especially if you have sandy soil, roses need extra fertilizer during the Florida rainy season because nitrogen (especially) washes out of the soil. However, that would normally lead to pale green rather than bright yellow leaves, and to weak spindly growth. The cause could be iron deficiency, especially if your lot has poor drainage. Rugosas are particularly susceptible. This shows as pale green NEW leaves with darker green veins, progressing in severe cases to bright yellow or salmon NEW growth. Iron deficiency is caused by water logging or high pH. Rugosas prefer a pH of 6.6 or lower. You probably have alkaline water, and marl soils especially tend to be alkaline. If your yard is low-lying with water standing after a rain, plant roses in raised beds. Check the pH and correct it if need be. Iron supplements may help temporarily. If you just have a few yellow leaves on the interior, that's normal and not a problem. Rose Tone, Plant Tone, and Osmocote 18-6-12 are good fertilizer choices.
