Especially if you have sandy soil, roses need extra fertilizer during the Florida rainy season because nitrogen (especially) washes out of the soil. However, that would normally lead to pale green rather than bright yellow leaves, and to weak spindly growth.

The cause could be iron deficiency, especially if your lot has poor drainage. Rugosas are particularly susceptible. This shows as pale green NEW leaves with darker green veins, progressing in severe cases to bright yellow or salmon NEW growth. Iron deficiency is caused by water logging or high pH. Rugosas prefer a pH of 6.6 or lower. You probably have alkaline water, and marl soils especially tend to be alkaline.

If your yard is low-lying with water standing after a rain, plant roses in raised beds. Check the pH and correct it if need be. Iron supplements may help temporarily.

If you just have a few yellow leaves on the interior, that's normal and not a problem.

Rose Tone, Plant Tone, and Osmocote 18-6-12 are good fertilizer choices.

Your plants are possibly drowning. I have only a single rugosa in a pot, it yellowed with the many rains we have had the last few weeks. Our other potted roses (about 100) have not been affected. The many roses that are in the ground, do not show any yellowing, this includes about a dozen rugosa.

Sounds like my yard . My antiques and ht are Loveing the rain and strong sunshine . my rugosa and no my thousand beauties to is all yellow and sad looking .

I have seen this in El Nino years. If there is so much water that it can't drain properly, the roots can't exchange oxygen/nutrients.

Be sure that your pots are up on bricks or something and the drain holes are unobstructed, so that water can drain out.
