Newbie Question on Little Bluestem Flopping

We had landscaping installed in our front yard this summer (late June was extremely dry at the time). They planted about 10 stands of little bluestem. About 3 or 4 of them are flopping. All seem to have had identical conditions, except I suppose that the flopping ones could be getting hit more by the sprinklers (I don't intentionally try to water them). Could it be that it is the first year in the ground that is doing this? Will staking help correct the problem? Finally, it did not flower this year. Would that be typical for first year?
