puppy garden repelant?

So we've taken out the cherry bush, because the puppy liked to graze on cherries and was making himself sick.

And we gave up on broccoli this year after he ate the entire bed one morning _ and made himself sick.

Now he's eating green tomatoes. I'm torn between worrying about him making himself sick again, and grieving over the the tomato plants I started back in October and, because of the weird cold weather this year, are finally, suddenly, thankfully full of tomatoes now.

So how do I stop him from grazing in the yard? Fencing isn't an option. Anyone tried bitter apple spray on tomatoes? Cayenne pepper? I'll try anything that's safe. We're just doing the squirt gun at the moment, which isn't really doing much to save tomatoes from puppy, or puppy from tomatoes.
