You could have the Weeping fig,cultivar,or other spreading type fig.
There is at least 2 kinds of figsas growing habits.
Upright growing
Spreading.

The Weeping Fig is pretty rare, but it is possible that is what you have.
Another possibility is that the tree was knocked over in the nursery. Plants know where "up" is and will send branches to the "new up" if knocked over. If it were down for quite a while (not getting much water or light) the growth could be weak. When someone puts the pot back on its bottom, the subsequent growth reverses direction.
As for leaves only on the ends, that would be the current year's growth. Figs only produce leaves (and main crop figs) on new growth. The bare wood below is previous year's growth (assuming leaves haven't been falling off for some reason) where brebas will appear if it is a two crop fig.

I'll add another possibility. My Calvert (not a weeper) has done this a couple of years now. The problem is that I had it too wet (I believe) and the growth was long, thin and weak. Does your plant show a lot of signs of mosaic stress as well?

Water availability seems to be indicated by the distance between growth nodes on fig branches (at least that's what I'm going on) and thin nodeless branches are more likely to act as you've described than thicker, noded branches.

Try potting in a more airy planting mix next year and trim off most (or all if you're brave) of the thin weak growth. Leave at least 1/4th of the current growth points as you do this (and choose strong buds or ones closest to the main stem).

My Calvert is doing better this year (after doing much of what I described above) but I plan on cutting off the rest of the weak growth before new growth next year.

I will look at the nodes to see how far apart they are. Excuse me but are the nodes where leaves have been in past growing seasons?
This tree is breba crop figs.
Yes, I'll repot it; the soil is so packed that I cant put my finger in it. It takes a few minutes to water it, because it sits on top of the soil and slowly sinks in. I dont think it is because it's too wet. The pot is way too small (in my inexperienced view--roots fill up pot, growing on surface)
I am happy to learn everything I can about figs.
