Should I prune this double leader back?

Hello,

I bought 3 small black spruce a couple years ago. I was short on time, so we just put them near the garden, to transplant later. We transplanted them today, but I guess life got away from me, and I didn't notice that one of them has a double leader starting about 2" above the ground. The tree is about 3-4' tall, and the trunks are about 1 to 1 and 1/2" in diameter. Both leaders are almost the same height, with one being about an inch shorter than the other. My concern with leaving the double leader is that we have alot of ice storms here, and I'm sure it will split in half.

Here's what I want to do: I was going to prune the shorter leader back about a foot.

My question is: Is a foot enough? Should I continue to cut that leader back every year, or should I just take it out close to the bottom now? Yes, the backside of the tree will be rather bare, but it's still young and will fill in. Any suggestions on how I should handle this double leader? Thanks!
