Rudbeckia goldsturm still inside?

Ok...I got my seed this winter, chilled them in the fridge until I sowed them in 3" peat pots in late March. I couldn't find my seed invoice to see when I got them, but I think they would've had 6 weeks in the fridge.

I've had them inside on the cupboard then on the windowsill since then, but they're not sprouting. Shouldn't they be by now? Maybe I didn't chill them properly? Or would I have done better just to throw them in the dirt outside and hope for the best? Or do they just take a long time?

I think they will be my first WS project...
