Something is eating my Pinus cembra needles...

Hi all,

I have two Pinus cembras (one in the front-yard and one in the backyard) and there is something that has been eating the older needles. I actually have two planted in the front-yard, but only one is being attacked. (My Pinus cembra 'Blue Mound' is not being touched and it is 10' away from the plant that is being attacked.)

It's not pine sawfly, as I know what they look like and they are not the culprit. Whatever is eating the needles makes a "nest" of debris all around the stem of the plant. It seems to be kept together by silk or some other "web" material. I have not seen anything in the "nests" of material so I have no idea what is building these structures. I would guess whatever built the nests has left and become adults of whatever it is, so I will have the same problem next year.

Does anyone have any idea what might be attacking my plants?
