Dwarf Conifer - Yellow Green Monarch

Hi all,

While touring Avon Perennial Gardens near Indianapolis, I saw the most striking dwarf conifer, which was labeled "Yellow Green Monarch." It was a bright, almost chartreuse color, sprawling about 4~5 feet wide and a couple feet tall, growing in part shade.

Has anyone heard of this cultivar, or (Hail Mary?) know of a source? I would love to add this to my garden, and wouldn't want to risk insulting them by asking for a tip cutting. It is truly a gorgeous plant. My internet queries have turned up nothing, and I'd be most grateful if anyone could point me the right direction.
