Bark Cut at the end of the Cuttings becoming like a fat lip

A couple of my cuttings refuse to root in the baggie method after 4 weeks of wait at 75F~80F enironment. No sign of initials or any root along the length of the cuttings (while other cuttings rooted in a couple of weeks). However the circular cut of the bark at the bottom end of these cutting is becoming like a fat (circular) lip. This means someting is happening except rooting out yet. Can someone explain what is happening here and how to force rooting on such cutting?
