Adding good 'dirt' to my beds....how?

I desperately need a good layer of compost on my flower beds. I have perennials in the beds now and a few rose bushes and new shrub (rooted sticks that may not live -Wiegela & Hydrangea).

I need a layer of good stuff to plant my wintersowing seedlings and direct sow other seeds.

If I add a few inches of the good stuff to my beds, it will cover the base of my perennials and bring the soil line up on my dying shrubs and new rose bushes. Is this ok?

Or...should I just keep the good/new dirt away from the plants and pile it up around where I need it?

Does this question make sense? or am I over thinking it? lol
