Should I give up on my lantana?

I planted Lantana 'Chapel Hill Yellow' last year and really enjoyed it. It is hardy to zone 7. I am borderline zone 6b/7a and gardening on a sunny south-facing slope with a lot of masonry (walls, sidewalk, road, concrete paths--there isn't a plant in my garden that is more than 18" or 2 feet from something that retains heat). So, I have a personal theory that the microclimate in my front garden is probably a comfortable zone 7. Add to that that we had a relatively mild winter from a temperature standpoint (minimum temp on two occasions was 11 degrees).

Anyway, I really wanted these lantanas to winter over. I piled some mulch on them and did not cut them back in the fall since I read that they have hollow stems.

So far, none of them show any sign of life. I've read that they are very late to emerge. Is it time to declare them dead and fill in those spaces? Boo hoo....
