Young Canadian Hemlock Crown Dying--should I prune it?

I've fallen in love with conifers and am new to them. I planted my favorite, a 3 ft. high Canadian Hemlock, early fall 2011, and it was doing very well. It is Tsuga canadensis 'Monen'. I tended it carefully all year, but here in central Virginia zone 7, we have had horribly hot weather and lack of rain all July. I've watered it carefully, but still, the crown is dying.

After researching, I believe the problem could be Hemlock Looper, but that is a guess. I see no sign of adelgid. My question is, should I cut the top off to remove the defoliated crown, and is there anything I can do to save this tree?
