Shrub and perennial border

I am planning to put a border of shrubs and perennials (and a few annuals) around my potager, hopefully to keep the deer from being too interested in my garden. Last year they didn't pay any attention to my vegetables, but I thought it would be a good idea and a pretty way to frame the garden.

So far, the deer don't seem to like butterfly bush, forsythia, spirea, blueberries, wild roses and lilacs. They've also completely ignored the peonies, coneflowers, coreopsis, rudbeckia, cosmos, sunflowers, alyssum, salvias, and herbs...especially the lavender.

Does anyone have any suggestions as to other plants, or how to design the border? Lilacs might get too big, but I was thinking of using the butterfly bushes on the corners and maybe the peonies along the entrances (there are two). The garden is a rectangle, 50' x 30' with a 4' wire fence. The shrubs will look a lot better than the wire...another good reason to do this! Thanks in advance :)
