full gardens immediately or give plants space?

I will be making some new beds soon. (This is a never ending process, no?) Do you fill up the bed by planting pretty close together? Some say this is a great way to shade out weeds. OR do you allow the recommended spacing between plants, which means the bed may look a little sparse for a few years. Do you have a system for putting in the main shrubs and perennials, well spaced, and filling in with annuals, herbs, or perennials that you'll later move?

How do you folks work this out? I do like to see the lush beds right away.
