Hemlock assistance - please

We had hemlocks put in last year as a privacy screen from my neighbors. They looked beautiful! This past winter we noticed the deer using them as an all you can eat buffet.

Now we have this 8 ft trees with bare bottoms and green on top. Upon further inspection, I believe the branches are still alive. Upon scratching the outside layer, they are still green.

Is there anyway the needles will grow back, is there anything I can treat them with that will assist the process? There are many hemlocks in the neighborhood and they all are bare on the bottom, so I might be fighting a losing battle. :(
