J. virginiana 'Grey Owl' - falling and flopping - help?

I have six, 15' columnar Juniperus virginiana 'Grey Owl' trees on the east side of my yard in Portland OR that are having a hard time this wet wet winter, 4 out of 6 are heaving out of the ground and leaning over. All have floppy branches. They were planted over 13 yrs ago and have always been banded with stretchy green tape to keep them from flopping. They are shaded to the SW by a large Douglas fir (110'), trunk more than 30' away. But they seem to have good growth on the east side... is there hope or should we take them out and consider something else for a privacy fence?? -Thanks ahead of time!!
