Good time to bud citrus? and where would I get budwood?

I have a 30 year old full size citrus tree, unnamed because the rootstock has taken over and it produces sour fruit. It seems like a perfect tree to practice bud propagation but I'm not sure if this is a good time of year to do that. I also don't know where to get budwood in small quantities. I could place an order through the UCR (University of Riverside, Calif.) but there is a minimum of 36 buds (12 buds per selection) for $27.00.

I don't really need 12 buds each of three different varieties. I'd like 3 or 4 buds each of many different varieties.

Is there anyone out there who could send me some budwood...I could turn this tree into a Christmas tree of citrus varieties. I especially would like Tarocco Blood Orange, and Navel varieties other than Washington, but this is a tree with plenty of room for budding.

Sorry that I can't use anything from Florida until they find a cure for the citrus canker problem.
