Zone 7b - Will Grow In-Ground or Die Trying

I've recently moved to zone 7b and I think its as far south as I'll ever get. Is there any chance I could successfully grow a naval orange IN_GROUND? I have a beautiful meyer lemon in a pot on my deck. Its doing very well, but every winter I have to bring it in to overwinter in the basement. Last winter was so mild, I think it would have done better outside. As far as naval oranges go, my research hasn't turned up anything that I can grow in-ground. Has anyone in or near my zone grown an orange outside all year? If I'm determined to try it, what should I do to give the tree the best possible chance? This is something I HAVE to try. Thanks so much for your input.
