Inside container citrus with yellowing leaves?

Hi,

I've got a dwarf kumquat in a pot next to a south facing window. Planted it about 6 months ago, and it hasn't been doing all that well. I'm guessing becuase I overwatered it, and it's only now coming back to life a bit. No new leaves grew for about 3 months, but they just stated up again, after I cut back on watering. But many of my old leaves have yellow blotchy marks at the edge. The veins are green. See the picture:

It's actually a bit more pronounced and yellow than the picture shows.

I always assumed that new growth was retarded becuase of overwatering, as I'm not sure what else could have been the matter. The soil is new, and it's from a citrus/cactus mix. I have yet to fertilize, but i'd guess that the soil, since it's new, doesn't necessarily need it.

Any ideas? Is it really overwatering? The top few inches of the soil are pretty dry, but the middle of the pot, near the roots, remains moist, and i haven't watered the plant in probably 4-6 weeks.
