Semi-xeric conifers for zone 6 Mid-Atlantic?

We are being ceded a sloped piece of land along our (new) driveway from an adjacent developer. After the dozers and excavators were done, the topsoil has been totally removed and there's nothing but gummy clay subsoil to work with. I'd like to plant the area with evergreens and perennials but I have to keep in mind that being on a slope, it's going to dry out quickly especially since it is south east facing and in full sun. Plus, I live in a MD "City" that has issued water restrictions for the past few years since the drought and development demands have brought reservoir levels way down.

Which types of conifers would best suit these conditions? Is there a way to prep soil to retain enough water during these restriction periods?
