Does cool temperature affect clem growth?

We had a cool & cloudy spring and now same for early summer. Today the temp was only 61 and it hasn't been much better for weeks.

My clems are growing but not alot of blooms except for my lovely Hagley Hybrid. How much does this affect green growth/blooms?

For example about 2 wks ago a friend brought me a 'Cezanne' 2 hours away from where I live(warmer temps). There were a bunch of blooms on it, and now most of the flowers have fell off, and I don't see any signs of new leaves or buds. 'Cezanne' is supposed to be a blooming maniac. You think it's the cool temps? I just gave it some fertilizer today. I hope it warms up soon.
