Transplanting Lithops

I have about 70 lithops seedlings that are about 1/4 in wide growing in a shallow platic flat under artificial light. I would like to transplant them but I am not sure of the plant spacing or the depth of pot I should use. I live in dry northern Canada and I have found that clay pots dry out too quick and invite the mealy bug and plastic stay too wet and invite the fungus. So I use a combination of the two but I am not sure about these lithops?? This is the season they flower but seeing that they are so young they won't send a bloom this year but it still may not be the right time to transplant??? I don't see any roots penetrating from the flat so maybe I should just leave them over the winter??? Also, during the winter what is the minimum amount of light they would need?
