Transplanting times for Lithops...

It's an age old question. Please forgive me for asking. I can grow the darn things but it was inevitable that at some point I would need to transplant. I have searched and once again much that is written contradicts itself. Some articles say while "dormant" (I'm assuming in the heat of summer...ugh)or at first sign of growth(Sept. ?) While I hate to ask such a stupid and novice type question I figure I can get a straight answer here. I have about 209 lithops riding on the expertise here. Each and every one of them are pushing out new leaves, so they are being deprived off water until the old ones absorb... well other than a slight misting) No pressure :o) Thank you much!
