Morning Glory Tadpoles II: Dead in the Water

Well, I took some of the seeds with the "tail" on them and tried to get them to germinate but they were not viable, so I guess that the tadpoles had already germinated in the husk. What could have prevented this, did I leave the seed pod on the vine too long? I admit that I was just waiting for the vine to start shutting down for the season and then harvest the pods, but I guess I should have been harvesting all along. Is this something that only happens with certain plants? My other vines, Cypress and Moonvine, were fine, even though I waited to harvest them also.
