Aloe vera leaves thinning!

Hi all,

I received 2 aloe vera pups about 3 weeks ago, and have been barely watering them in fear of the common ailments of overwatering (root rot, namely). Just a week ago i noticed one leaf turned brown and crispy and completely died off. And a few days ago the healthy leaves remaining are becoming pretty thin and beginning to curl onto themselves. I leave these 2 aloes on a windowsill facing West, so they get most of the afternoon sun. I think the problem is that I'm not watering them enough, causing the leaves to use up their own liquid? (There's a healthy-looking bud growing in the center though)

So what should I do to get my aloe leaves looking full and healthy again? How often should I water them and how much?

(The plants are about 3-4 inches long)
