can clementine 'cutie' produce without hot summer

Hello and Help. Can I plant a seedless clementine (Cutie) near the Orange County coast where we have mild summers? I am totally ignorant. I have only read that oranges need summer heat to sweeten. With the marine layer until noonish, it remains somewhat cool with an almost constant mild offshore breeze in my small, sunny yard. Sunset Zone 24, USDA Zone 11. Truly a mild mediterranean climate.

If seedless, will it self pollinate or will it need another tree nearby?

Which "sweet" orange variety would be more suited to the summer coolness?
