Meyer Lemon Water Sprout plus some more pics

My Improved Meyer Lemon shot up some water sprouts last fall and now they are taking over. Only one of them has a few flower buds but the rest of them are growing like there on steroids. They are all on one side of the plant too and making it look very loop sided. Should I cut them out completely or just back to the canopy level?

My Rio Red Grape Fruit. It's 2 years old but was dug up and transplanted last year. It didn't do much after that but I'm seeing a bunch of new growth starting to pop up now. It should take off this year.
