That is exactly what it looks like to me too...unfortunately I'm not aware of anything(safe to use on them to get rid of it). Almost all our Citrus trees in FL have it! They are a pain in the neck and I've tried several different organic sprays(Neem, hort. oils, insecticidal soap) and few others, and nothing has gotten rid of them. They always come back! They usually attack new growths. The only good thing about them is they don't affect the fruits and general health of the tree, it is however very UGLY and makes the tree look terrible! I wish I can find something to get rid of them permanently. Good luck!

Could it be spider mites? Something very similar is happening to the leaves of my butterfly bush. It's as if they are shrinking into themselves and curling up. The second left from the left in the second picture looks like it has some tiny dots. I'm thinking that is a spider mite sort of symptom! Does anyone else think this might be it? If you aren't opposed to chemicals, try Bayer All in One. It is a systemic insecticide, fungicide, and fertilizer.

G'morning Lisa - I've read several owners report easy breakage of limbs. So I took precaution on mine when they were newly planted & used folding garden fencing 'til their limbs thicken & strengthen ... so I thought! We had this past Winter one of the snowiest snowfall ... Snow Queen & Alice did fine but my heart sank when I found 3y/o Pee Wee split in half with the wt of the piled snow, in the center trunk no less!!!Â:( To my amazement each half were still leafing out well, by the time I noticed the split. I pulled them back together with a jute tie, wrapped some wet sphagnum moss around & hope that they would mend back together. 2 other leafing smaller cane broke as I was mending ever so carefully. Another gardener in IA posted that he kept whacking big limbs of his, by accident but his shrub kept growing & keeps giving him enough blooms. You might use those fold up fencing to keep your dogs from running into them until they're big enough ... good luck!

Is the soil getting drier on one of the shrubs? You may need to water more or more often. Make sure you have 3-4" of mulch up tp to the drip line. Do you have any evidence that there are insect pests (not the ants) at work? Check the leaves' top and bottom. Check stems too. Also, some winter damage can show up as browning stems at times when the plant is stressed (say, during the summer months). Some pests also drill under the soil and can disturb the roots. The pest(s) may have caused more damage in one shrub so it becomes more obvious. Oakleafs are notorious for having root rot when exposed to wet soil for long periods of time. Drainage may be keeping one plant fine and the other not. It is too early for dormancy. That will happen when Fall's cooler temperatures arrive.
