Evergreen Flowering Foundation Plant Suggestions

Okay, I just got approved to move my hollies to another part of the yard and move my small boxwoods to the front of my foundation planting area. Now I need to plant some evergreen flowering shrubs at the back of my foundation planting area.

The area is in partial to full shade all day. Therefore, I was thinking of a mix of 2 different types of Pieris, "Mountain Fire and "Shojo". Or perhaps some Mountain Laurels, however I know they take forever to grow, so I'd have to buy some pretty big ones to start off with and I know those would be expensive.

Does anyone have any suggestions for me? The shrubs have to be evergreen, dense/compact, FLOWERING and need to tolerate lousy soil, but I can amend the best I can, and the less watering the better.

I did see that this plant, the Hardy Fuchsia (Fuchsia magellanica) can be evergreen in warmer climates. Does NC qualify?? And would it be stupid or out of place to use them as a foundation plant????? Thoughts, Suggestions???
