Erosion Control - Wildflower/Grass Hydroseed Mix?

We have about one acre on a hillside that needs erosion control. Some of it is very steep. It will not be irrigated. The slope is primarily north facing zone 9.

Priorites are in order of importance - erosion control, won't need mowing for fire prevention, wildflowers, hopefully no prickers when the plants go to seed, also, we may want to put goats or sheep on the area in the future.

I have spoken with a couple of hydroseed places and have gotten the following suggestions:

1) Wildflower mixture containing - Bachelor (buttons?), Blue Flax, CA Poppy, Wallflower, Calendula, Chinese Houses, Scarlet Flax, Birds Eyes, Plans Corcopsis Dwarf (spelling error?) This would be applied at the rate of 15# per acre.

2) Grass/Wildflower mixture containing - 40# per acre of Fine Fescue Blend (creeping red, hard, blue, & chewings fescues), 2# per acre of CA Poppy, 3# per acre of Lupine

Does anyone have recommendations? I like the variety of flowers in #1 but will it do the job?
