Help with my dwarf valencia orange tree. (PICS)

Hey Everyone,

I bought an orange tree in Florida two and half years ago in the airport. I think it is a Dwarf Valencia although it wasnt labeled, but when I trim the leaves my apartment smells like oranges. It was only a few inches tall and appeared to be grafted onto a rootstock. (a picture of the main trunk is below) I live in New York City and it has been kept in a sunny window for as long as I have had it.

Since then it has grown to almost four feet tall kept in a one gallon pot. It recently began losing leaves and I transfered it to a two gallon pot. The leaves continue ot fall at a rate of 2-5 leaves per day. Although, there seems to be new growth at the edges of the branches in addition to new growth where old leaves fell from. (I have a picture of the new branch growth below)

Is it normal to lose leaves like this? Also, will this tree ever fruit? How can I get it to fruit?
