In rich soil with regular watering it can cover that fence in two years from one gallon pots sunk every 10 feet or so.

It blooms in late winter or very early spring and I don't know of any other vines that bloom at the same time except Trumpet Creeper (not Trumpet Vine) sometimes called Cross Vine or Cross Bind. Look for Bignonia capreolata `Tangerine Beauty', it has the best chance of being considered red - sometimes they look more brown then red. Both plants - Cross Vine and Carolina Jessamine are native and evergreen.

Keep in mind that Carolina Jessamine is very toxic.

I have had native honeysuckle (Lonicera sempervirens?, I think)blooming at the same time as my jasmine. It, too, is on the coral side of red, but really a great plant. One of my favorites. A fast grower in those conditions, too.

coral honeysuckle is much prettier up close than bignonia, but does have the disadvantage of being mostly deciduous. it is not fragrant. carolina jessamine and the honeysuckle would look smashing together; their bloom overlaps, heaviest in early to mid spring. the honeysuckle does sporadically rebloom throughout the season, but not as dense as the spring bloom. the jessamine and bignonia can get kind of weedy- i have it popping up everywhere. jessamine smells nice and is evergreen. bignonia is evergreen, and a takes on a pretty burgundy color in cooler weather. i think they'd all 3 be pretty drought tolerant once well established. they grow all over- in shade, full sun, etc, in hard clay where i am not watering them- in fact i sure can't kill them where i don't want them! most vines can get a little weedy and aggressive- so be sure you can mow any strays or seedlings. stay away from invasives like japanese honeysuckle and ivy. they'd cover your fence in ahurry, and anything else that stood too close.

also consider maybe planting something that blooms at a different time to spread out the show. those are all 3 spring bloomers. with a fence that big you could have a lot of fun! plant maybe 5 or 6 different kinds of vines (8 to 10 of each), repeated throughout, and if something happens to one type, you still have a lot of coverage and color. plus you'd get much longer bloom time if you chose carefully. in full sun, the sky is practically the limit as far as good choices go. if you did have to irrigate the first year, it would be a simple matter to run a soaker hose along the base of the fence for a yr or 2 until everything established. the first few yrs til it fills in you could plant some annual vines for coverage and color- morning glories, sweet peas, thunbergia, scarlet or hyacinth beans, mandevilla, etc. have fun!!
