New pot with strange drainage contraption--does it really work?

I bought a pot from Target--it's plastic (so not $$$)--to put together an arrangement of plants for Labor Day BBQ. When I went to plant in it, I noticed there wasn't a hole in the bottom for drainage. I asked Dear H to drill a few holes in the bottom, and he pointed out to me that it had a drainage "system" in place already.

The "system" is a plastic black circular thing that sits in the bottom of the pot. All around the circumference are slats, like rays--supposedly for drainage. It sits about 1 cm from the bottom so the space below can act like a reservoir (I guess).

I don't trust this type of drainage (and I'm short on potting soil) so I filled the bottom of the pot with styrofoam. Then I put my plants in plus potting soil and watered.

Does anyone have experience with this type of drainage? The plants I used need good drainage so I'd rather just have hubby drill the holes if necessary.
