Fixing water-repellent soil?

I know some of you Californians must have dealt with this before.

I have a sandy slope that I am converting to all cacti and succulents. While watering needs are on the low side, some of these succulents do need some watering.

The problem is this sandy stuff repels water so vigorously. The water beads up like it is on a freshly waxed car and runs down the slope instead of penetrating the sand. I have found that no matter how much I water, I just can't get the water into the root zone. I have succulents that are actually stressed out from the lack of water despite me being out there with a hose every few days.

It''s not like the soil is dense. It's pretty loose actually.

Obviously this is something happening at the physio-chemical level with atomic charges repelling.

What I am wondering is what can I do to improve this? Would putting a little soap or detergent in the water help, or what?
