Don't know where you are located, nor am I extremely well versed on conifers. However, locally a great many conifers (spruce trees included) are dying as a result of last years heat and drought, and will continue to die for a year or two yet even if there are not further extremes of weather. Many spruces trees in particular seemed to survive the summer last year relatively intact in appearance,only to fail over the winter, or in many cases, progressing failure, sometime from the bottom to the top. Most likely unless it's a foliage insect, and the tree fairly small, then nothing can be done. Regardless, much more information is needed. Is is a recent planting (i.e. last five years), soil conditions, pictures of the plant, pictures of the base of the plant to check for planting problems, an accurate account of your actions and history of your actions. Coming here and saying "my tree is dying, how can I stop it" is akin to writing a letter to a doctor saying "I have fainting spells, do I have cancer,and what's the cure?". If you're somewhere on the east coast, move the tree and yourself to Colorado: a location about 6000 ft should suffice but they really prefer to be higher. Otherwise, sue your landscaper for planting it? Sorry to be facetious, but look around where you live. If you don't see a lot of healthy looking mature blue spruces, there's no reason yours is going to be an exception. This kind of dieback is absolutely typical. At the very least it looks like it might be planted too low.

welcome to the forums ... you havent given us anything to go on ... how about a pic.. use the camera/photo button under the box you type a reply in ... wait until the pic comes into focus.. before hitting send ... how about some history.. when planted.. how did you do that.. how do you water.. whats your native soil.. does ti drain ... was it potted.. how big is it.. did you do any root surgery.. or at least observe such ... what did they look like... where are you.. and whats the weather been since 6 months before the problems started .. etc.. ad nauseum ... it doesnt sound good.. all dead material should be properly pruned off ...we can give suggestions on that.. based on the pic ... ken
