Pepper Problems! Help!

Hi,

I need some assistance! I have been gardening for two years and decided to try some green bell pepper plants this year. I'm in the valley, so it gets pretty hot so I thought it would work well. I started inside from seed and got little pepper plants. I put them outside in their new homes and.... nothing. They haven't grown a centimeter and it's been almost a month and a half. All my other plants are growing like crazy because of the weather and these have not grown. Also I noticed that my thai pepper plant's leaves are doing the same thing that the little pepper plants are. They are kind of droopy and starting to look yellow. I had the thai plant since last year and it got hit at the beginning of this season with a heavy aphid infestation that I took care of with lady bugs. I have the bell plants in a mixture of peat moss, mulch, vermiculite and a little dirt. The thai pepper is in potting soil. Please help!
