Does anyone know what causes this?

Most of my brugs have been growing fairly well over the winter and blooming in continuous flushes here in south Florida. However, I have noticed as of late that a few of the plants have put out new growth at the tips that is severely stunted or distorted. The new leaves are small and thick and waxy, almost like the leaves of succulents. They start out curled, but later unravel, but they still have a stiff, thick texture and never get very big. Does anyone know what may be the cause of this and know a way to remedy it? I have not noticed any mites or insect pests since I began spraying with ortho systemic. Dave.
