Transplanting roses this time of year?

Grandaughter just bought a new home. Yard did not have a drip system and so roses in front yard looked dead. She cut them back to about three inches and they now are showing signs of growth. She does not want to keep them as they are planning on a desert landscape in the front yard. Can they be moved and transplanted this time of year or would it be best to keep them in containers until it cools down?????
