Bamboo still shooting?

My P. rubromarginata has a small green shoot growing up next to the largest culm out of the three. I just noticed it today, and I know it wasn't there even three hours ago! I would just like to know why it is shooting because everyone says bamboo shooting season is in spring. Is this a sign of good health?

Also, I understand temperate bamboo needs a period of rest during winter. What I am doing is keeping it outside as long as possible, (four years ago we had 70 degree weather in December), then moving it indoors for 2 or 3 months for the winter. I am unsure of how to care for it indoors during winter. Do I need to keep it in a cool room and what temperature should that be? How much sunlight does it need? I heard that temperatures could be higher so long as humidity is high, is this true? My room temperature is naturally 85 degrees and quite humid (my mangos love it). Thanks!
