making a Malus 'Red Jade' taller

I have a Red Jade with the graft about 2.5 ft above ground. I have only had it a few years and now wish it was grafted higher. What is my best option?

1) train one of the weeping branches up?

2) it is suckering. I could let one of the suckers grow to a better height and then graft onto it.

3) I have some other crab apple seedlings, that I could grow taller and then use them for a rootstock.

I aam not an expert at grafting, but I did graft some eddible apples a few years ago, onto dwarf root stock.
