Removing secondary oak tree trunk at base

This is a young live oak, in California, it's Quercus agrifolia. The larger trunk is only about 5-6 inches in diameter, and there's a secondary 3-4 inch diameter branch or trunk that splits out from the bottom, like a multistemmed tree. This smaller trunk leans way over, and probably will pose problems as it gets bigger, and I would like to remove it, and allow the larger straighter trunk to dominate.

Is it safe to cut so close at the base? Is it better to leave a bit of the branch, rather than have a giant collar at the foot of the tree? When is the best time to cut an oak, dry season or wet season?
