Pegging Crepuscule?

Hi there, hope everyone's winters are going smoothly. I was just wondering, I have this Crepuscule plant that has yet to really take off, I think it's going on it's third summer? Very, very slow. It finally, in late summer sent out a 6 ft single branch that is kinda just waving around and I was wondering, would it be wise to peg it? The bush is incredibly unsubstantial, however the branch hardened off just fine and has been taking the temperatures here quite well, no death on it. It's just a single caned plant essentially, give or take some other smaller ones, so I would love any more "volume" from it...since I'm trying to grow it as a shrub, not a climber (probably a mistake) so, would that be okay to do, or should I, for the sake of winter, keep it loose until warmer weather comes?
Either way, it's my favorite rose and I'd love to see it thrive.
