Pruning trees in red oak family and avoiding oak wilt

I have a 3 year old water oak that I planted from seed. It has done well but this summer there was enough growth at the top that there are multiple possible leaders. I want to prune the competitors away, but after reading some posts on here, I'm scared to death of oak wilt. The branches are .25 - .75 inches in diameter. Do I need to be concerned about pruning at this time of year?

Is it true that you don't have to worry about oak wilt when pruning branches that are less than 2 inches in diameter?
