Trying to figure out what it is

I've been driving by a house in my neighborhood which has a striking tree or large shrub in the back yard.

What catches my eye is a series of straight spires sticking out over the top of the 5' fence and they almost look like cotton on a stick ... or like a cotton cattail sort of a thing. They appear to be bigger than a corndog and maybe smaller than a corncob. They are white and have a cotton/pussy-willow ish look to them. There may be part of the main stem going up through them, making them look a hotdog on a stick or something.

This is in Colorado at 6450' -- does anyone have a clue what this might be? I could take a picture sometime if its not obvious by my description here.
