Can blackspot kill a rose?

Does this sound like an extreme question?

My husband Gary usually does the fungicide spraying, and knows how to work the sprayer/amts. of what he uses. I do most everything else. He kept saying he'd do it before he left on a trip to move his brother to ID over a week ago. Spraying was already overdue. But he didn't have time, and he's riding his motorcycle back home & won't get home for at least another week! BS/powdery mildew is developing on LOTS of rose bushes. Some look pretty bad, at least from my perspective. It's almost the end of the season for us, so I don't know if it's that big an issue. We haven't had much rain either, til today. But I wanted to ask you guys if it will affect the rose bush's health/life next spring. Can BS kill the plant itself?

Should I strip the foliage off the affected roses? Should I worry or just wait til Gary gets home, and clean everything up/spray then? I know, I should learn how to spray...I should have him teach me what to do. But in the meantime, am I worrying too much?
