Removing Dr. Huey

What is the best way to remove this rose? I don't like using herbicides, so I would rather not take that route. I've tried cutting it back to the ground repeatedly, but that doesn't seem to bother it much. Digging it out will be very difficult because of the rocks, giant agave, and tree roots from neighboring elder trees. Would cutting it back and covering it with black plastic kill it? If so, how long should I leave the plastic?

I decided that it must be Dr. Huey after reading some posts on this forum. I used to wonder why the previous owners planted such a large and sprawling rose so close to the patio but now I realize that they probably planted a smaller rose that died, leaving the rootstock behind to plague future owners.
