Building a rosebed -- water retention

I am about to commit to my first plantings of roses at my house after living here 5 years (all my work has been at my farm). I live on a hillside and the soil is pretty hard to dig into as it is baked all day and has never been worked beyond growing grass and meadow weeds at the periphery.

As mentioned, everything has a slope to it so I'm going to level out an area to plant, but all watering efforts are still going to head downhill faster than on flatter land.

What amendments can I add that won't drain water away too quickly? It is so hard to keep certain soil mixes hydrated--they may look moist initially but are dry under the surface the way peat sheds water if allowed to dry out.
